House Bill 2429 provides that is a violation of the consumer fraud and deceptive business practices act to knowingly causes any caller identification service to transmit misleading or inaccurate caller identification information with the intent to deceive, defraud, mislead, harass, cause emotional distress, or wrongfully obtain anything of value.

Senate Bill 1284 would make caller ID spoofing a Class B misdemeanor and repeat offenses of caller ID spoofing a Class A misdemeanor.  A person commits Caller ID spoofing when he or she knowingly causes any caller identification service to transmit misleading or inaccurate information with the intent to deceive, defraud, mislead, harass, cause emotional distress or wrongfully obtain anything of value.

Description: Auto Dialer Act – Caller ID - Consent

Senate Bill 1475 amends the Automatic Telephone Dialers Act to redefines “recorded message” to mean any artificial or recorded communication that includes or introduces an advertisement or constitutes telemarketing without live voice interaction The bill prohibits an autodialer from providing inaccurate caller ID information  and provides that it is a violation of the Act to play a recorded message placed by an autodialer without (i) the prior express written consent of the called party or (ii) the prior express written consent of the called party if the call is made by or on behalf of a tax-exempt nonprofit organization or is a call that delivers a health care message.

Senate Joint Resolution 18 creates the Automated Dialing & Solicitation Task Force to review the Telephone Solicitation Act and develop ideas to update the Act to address robocalls and spoofing. The task force shall study penalties for violating the Do Not Call List, penalties for Call Spoofing and new technology for preventing automated calls
