House Bill 1582 prohibits the state from awarding any contract for broadband service to an Internet Service Provider (ISP) unless contract provides that the ISP will not block end users from accessing lawful content, applications, services or non-harmful devices; impair or degrade lawful Internet traffic; engage in paid prioritization; unreasonably interfere with or disadvantage a customer’s ability to select, access and use Internet service; or unreasonably interfere with or disadvantage edge providers’ ability to make lawful content, applications or services available to end users.
